What is a Plan of Action (POA) on Amazon?

A Plan of Action (POA) is the formal document you send to Amazon to respond to an account suspension, ASIN suspension, or any policy violation. Its sole purpose is to convince Amazon's Performance team that you understand what went wrong in your operation, you have fixed it, and you have implemented measures to prevent it from happening again.

A POA is not a traditional appeal. You do not argue with Amazon's decision or ask for reconsideration based on seniority or sales volume. The POA assumes that Amazon is correct in suspending the account and focuses exclusively on proving that the operation is now safe.

Amazon evaluates each POA with an internal binary criterion: will this account put the buyer at risk again if I reactivate it? If the answer is yes, the appeal is rejected. If the answer is no, the account is reactivated.

The Winning POA Structure: 3 Mandatory Blocks

Every POA approved by Amazon shares the same structure. It is not optional or decorative: Performance reviewers look for these three blocks in strict order and discard the document if any are missing.

Block 1 — Root Cause Analysis

Here you explain precisely what went wrong and why it failed. It is not "we had a problem with a product". It is about identifying the structural cause of the incident.

A well-written root cause has three components:

  • What happened: the specific violation detected by Amazon.

  • Why it happened: the operational, human, or process failure that allowed it.

  • Verifiable data: dates, ASINs, metrics, percentages that support your analysis.

Correct example: "The suspension occurred because between March 15 and April 12 we received 8 intellectual property complaints regarding ASIN B07KX2M9F from the brand owner XYZ. The root cause was that our supplier validation process did not include verifying the distributor's authorization chain in the country of sale (Amazon.es), so the purchased material was genuine but not authorized for that specific marketplace."

Incorrect example: "There was a misunderstanding with one of our products, but everything has been resolved now."


Block 2 — Immediate Corrective Actions

What you have ALREADY done, not what you are going to do. Present perfect tense, specific dates, action verbs. Amazon discards without reading any POA that uses conditional future ("we will", "we are going to", "we plan to").

Each corrective action must:

  • Be written in the past tense: "we have removed", "we have contacted", "we have deleted".

  • Include a specific execution date.

  • Link directly to the root cause of Block 1.

  • Be verifiable through an attached document (invoice, screenshot, email).

Example of a correct block: 

  • April 17, 2026: we removed ASINs B07KX2M9F, B07KX2M9G, and B07KX2M9H from the catalog.

  • April 19, 2026: we requested and obtained from the authorized distributor in Spain the specific authorization letter for the Amazon.es marketplace (attached as Annex 1).

  • April 21, 2026: we contacted the brand owner XYZ via info@marca.com requesting confirmation of the withdrawal of complaints (email attached as Annex 2).

  • April 23, 2026: we deleted the 8 active complaints through the catalog removal flow and notification to the Amazon IP department.


Block 3 — Preventive Measures

This is the most important block and the one most sellers write worst. This is where Amazon decides if your account is a safe investment to reactivate or a recurring risk. Vague preventive measures ("we will be more careful", "we will review products better") are an automatic rejection.

A valid preventive measure meets four criteria:

  1. It is a permanent structural process, not a one-time intention.

  2. It is documented (there is a written procedure that can be audited).

  3. It has an assigned internal person responsible.

  4. It is verifiable with concrete evidence (checklist, software, automatic alert).

Example of valid preventive measures:

  • Key preventive measures: validation prior to product listing using the SPTO/EUIPO database, subscription to an IP monitoring service, and training the team on intellectual property.

Example 3 — POA for Inauthentic Products

The inauthentic complaint is the most sensitive: Amazon assumes you are selling counterfeits until you prove otherwise.

  • Typical root cause: inability to provide an invoice from the direct manufacturer or authorized distributor for the sold batch.

  • Key corrective actions: submission of a complete commercial invoice (no receipt, no purchase order), supplier confirmation including batch number, and photographs of original packaging showing identifier codes.

  • Key preventive measures: mandatory internal "invoice per batch" policy, digital archive indexed by ASIN/supplier/date, and switching to a supplier with higher traceability if applicable.

Example 4 — POA for Section 3 Violation (Related Accounts)

This is the most complex suspension. Here, the POA requires technical arguments regarding digital footprints and, normally, specialized assistance.

The 7 Mistakes That Cause Amazon to Reject Your POA
